My beagle is becoming territorial?

We live with my boyfriend's grandma who has two dogs of her own. My beagle becomes very territorial when his grandma tries to come in. Why is this and what can we do to stop this? I understand he needs his own place, but he shouldn't be aggressively howling at people.
