How many baseball can you steal in batam 2 baseball?

I need to find out in batam 2 how many bases are allowed to be taken. The opposing teams coach was having the runner steal 2nd and sending them right through to 3rd. Sometimes this was happening when our pitcher had not even returned to the mound. Could someone clarify. Thanks!!!
