Can anyone explain this to me in plain English?

I think he is saying that Louis XIV is to be thought of as God and that he is the only one who can decide what to do with the church's wealth. That Louis as God has the right and privilege to impose how that wealth is distributed. That the Church is not exempt from contributing to the State some of it's wealth.
